Two more draft laws were approved by the cabinet

The cabinet has given final approval to the draft of ‘Highways Act, 2021’. Apart from this, the draft of ‘Special Security Forces Act, 2021’ has also been given final approval.

As per the rules of ‘Highways Act, 2021’, it will be determined on which roads toll will be collected. The draft provides for imprisonment for up to two years and a fine of 5,000 TK to  5 lakh TK for violating the law.

On the other hand, without any special changes, the final approval has been given to the ‘Special Security Forces Act, 2021’ made in the style of the Ordinance 1986.

The decision was taken at a regular cabinet meeting chaired by Prime Minister Sheikh Hasina at the Cabinet Room of the Jatiya Sangsad this morning.

Later, the cabinet secretary told a press briefing at the secretariat that the ‘Highways Act, 2021’ is being enacted to manage the country’s roads.

“The government or any person authorized by the government will develop, repair or maintain highways, build and renovate highway related sewerage systems, drains, culverts, bridges,” he said.

Noting that the new law is being enacted by repealing the Highways Act of 1925, the cabinet secretary said, “The government will announce in the gazette who will or will not be allowed to enter any road or highway.” Which will be declared as an expressway with a highway. “Tolls can be collected on roads, highways and expressways as per the rules,” he added. Toll cannot be collected on all roads. Toll will have to be taken on all the elevated expressways. “A separate lane is being set up on the side of the highway for low-speed vehicles,” he said. According to the rules, it will be decided whether CNG or rickshaw can get on the highway or not. Roads, highways management system will be done through this law.

The country has not had a law on highway maintenance for so long. Khandaker Anwarul Islam said that a comprehensive law is being enacted now.

The cabinet secretary also said that instructions have been given to bring the amended road transport law in the cabinet as soon as possible.

Besides, regarding the final approval of the draft of the ‘Special Security Forces Act, 2021’, the Cabinet Secretary said that a new law is being enacted to replace the 1979 ordinance without any special changes.
