The United Kingdom has imposed sanctions on Colonel Sao Chit Thu, an official associated with Myanmar’s junta-controlled Border Guard Force (BGF), and Karren Raj, known for his involvement in the controversial Shwe Kokko casino city in the conflict-ridden Shan State. Allegations of human rights abuses forced labor, and violations of human rights have been brought against these three individuals. The other two individuals are identified as Shi Jiliang, a Chinese investor linked to the project, and Colonel Sao Min Min Oo, the managing director of Sao Thu Ra Company. This project has gained notoriety in Southeast Asia for its association with the Chinese criminal network and its involvement in human trafficking, online extortion, gambling, and other crimes.
Sao Chit Thu and his border security personnel play a significant role in generating income for this project.
